How did he get his torch on the inside of the section? Usually slag from a torch forms on the opposite side of the cutting side.

The other question is, why did they cut the section on an angle? That takes a lot more time and gas. If they are cleaning up stuff they want to cut stuff as fast as possible, not make perfect 45 degree angle cuts. And there are fireman in the picture and smoke too, indicating that it is taken soon after the collapse.
