I think there will be an improvement in attitude in Europe: the scorn shown by the Bush government for most European governments is quite amply reciprocated, whereas Clinton went out of his way to make and keep friends (even though he had quite as much independence of action as he wanted...).

And Bush's condescending attitude to Blair probably won't have helped with those who might still have admired him in the UK, confirming as it did the worst assumed stereotypes of both leaders... Even Bush's more natural allies here in the Conservative party have been rather coldly rebuffed, and are now less willing to pal up when there's so obviously no friendliness and considerable electoral disadvantage.

I think the only major Western national leaders who would regret Bush's replacement by a Democrat would be Blair and Howard (Australian PM) and presumably also Israel, counting them for the while as Western, although I have no idea how Olmert thinks. Maybe Poland, although the government there is increasingly bizarre.
I'm not sure most foreigners outside political circles would be that well informed, but Clinton certainly commanded more international respect and admiration than Bush does. And do note how many polls (some posted here) distinguish between dislike of Bush's policies and liking for Americans generally.
