Actually the article refers to a "tropical system" rather than a tropical storm. That could cover a wide variety of weather events.

Drought begets heat; heat begets more drought, and so on and so on.

Regarding the additional heat effect from steel and concrete, a program on either Discover or History channel stated that Phoenix averages 10 degrees warmer at night during the summer than it did when it was a small city because of this phenomenon. They referred to this as the "heat island" effect.
