Wrong, as usual. FEMA was never intended to be a first responder. It has always been tasked with helping state and local governments plan and prepare for emergencies, and to coordinate federally funded relief and reconstruction efforts in the aftermath of an emergency. First responders are state and local police, fire and medical agencies, and the national guard, which is always under state control in such situations unless the governor explicitly asks the feds to take over.


Like with so many things, you don't know what you are talking about but that doesn't stop you from spouting off authoritatively.

One more time.........local people frequently are not able to be first responders because they are negatively effected by the very disaster to which they're supposed to respond. That's why we depend on FEMA.
