They filled in for a missing government. It makes you wonder if such a "ground up" group could re-arise here, as government services decline. The Black Panthers used to run preschools and breakfast programs for poor kids in the '60's..

It is typical, actually. When government is a failure, then you get gangs. When the gangs grow up, they tend to fill in the role of the governments. Look at Sicily, for example. La Costa Nostra was a stand in for a government that did nothing for most of the citizenry. There are lots of other examples.
