Not a whim. They are behind in the polls and desperately need an issue to solidify the base. The terror button has worked in the past, why not now? We are probably going to be on a high terrorism alert through the elections with the meme that electing Democrats means the terrorists have won will be pushed at every opportunity. Hell, they've already started that.
