Yes you can blame Clinton and especially that moron Freh who keeps getting away with everything but a huge portion of the blame goes to Republicans who were fixated on Monika, cried foul even for Bosnia, went ballistic over the 80 cruise missiles that went into the terrorist training camp missing OBL by a few hours and ignoring all the Clinton advice on AQ after they took office. The Bushies knew they had or had the WH for 10 MONTHS before 911. They didn't care about AQ. They wanted to do everything 180 degrees opposite from the Clinton WH just for spite.
