OK, the first two sentences of your post are contradictory. Not at all. The reason why the FISA process was not used is not the same as the reason why there was no explanation of why the FISA process was not used. As I pointed out providing a public explanation, while desirable in a number of ways, would be problematic. If Dubya had gotten OBL early on, AQ may not have morphed and spread. If he had gotten OBL before he became president maybe, but its not exactly reasonable to expect that. If OBL was killed at the beginning of the attack against Al Qaeda in Afghanistan, it might have been very satisfying but the practical effect would likely have been minimal. I'm sure that there were people much like yourself watching the rise of Hitler and thinking Which is a relevant argument if your asserting that Bush is like Hitler in significant ways. Is that in fact what you are asserting?
