The only forces that can govern the country with any kind of control or the Shiites and maybe the Baathists, but the latter would have to put down the Shiites a la Saddam again, which is unlikely now that we let the genie out of the bottle.

More likely Peter Galbraith will get his wish and Iraq will be partitioned in practice, and maybe formally.
