Egypt getting $2 billion a year is almost as strange as Israel getting $3 billion a year and being at the top of the foreign aid list. But Egypt is a much poorer and more populous country than Israel and needs all the help it can get to keep its population from overthrowing its government for being friendly towards the US and Israel. With the other exception of Columbia, US foreign aid is considerably lower all-around.
