It's funny, but the US tends to hold long grudges against countries like Iran. I thought that we should have normalized relations with Iraq a few years after the Kuwait liberation. I knew that this was impossible given the strong tendency of US foreign policy to be framed in terms of "right vs. wrong" instead of "what is good for the United States" terms. Please protect us from the do-gooders and the holier than us.

I was really surprised when they made up with Qaddaffi. The tendency to declare "axes of evil" and to wage permanent diplomatic war against them is very strong here.

When Libya did everything that was asked of them, the US normalized relations (more or less). But when Iraq had done everything asked of them, Bush went to war anyway.
