My guess is that they will bark a lot more than they bite. Regulatory agencies don't operate independent of politics. That's how compliance (consumer protection, fair lending) became more important than safety and soundness during a certain president's administration.

Edit: A lot of bad loans were made just to satisfy the fantasies of compliance examiners. They were quick to demand civil money penalties if their inner needs weren't satiated.
