But what makes me itch just a little is that they always seem to want to push the limits as far as they can go. It's easy to get the impression that they do it just to get more leverage or elbow room as much as for some compelling reason, which feeds notions that it's just power lust. I don't react that way to it but I don't think the reaction is altogether unreasonable. If they were more conspicuously circumspect about taking those steps it might go over better. Or not.
