It has to be massive if its going to do something like let the US get by without importing oil. If your proposing ideas for positive changes at the margin, than fine, but the discussion thread was about more serious changes. AS - "We could reduce our oil use by 50% or more in 15 years with a combo of efficiency, conservation, major clean fuels programs, etc. Within 20-25, we wouldn't need oil at all except for lubricants and plastics."
