"FEMA's primary focus is to prepare the nation for all types of hazards--both natural and manmade--and the Agency has developed a strong and established relationship with the State and local first responders in preparedness, response, and recovery to major disasters. Because of this, the President tasked the Agency with administering the initiative. S. 2664, the `First Responder Terrorism Preparedness Act of 2002', establishes the framework for the Federal government to partner with State and local governments to achieve this goal. The bill authorizes FEMA's Office of National Preparedness to lead a coordinated and integrated effort to build terrorism preparedness and response capability for weapons of mass destruction at all levels of government. It creates a new $3.4 billion first responder grant program administered by the Office. The program will enhance the capabilities of first responders by focusing needed resources in the following areas-equipment, planning, training, and exercises. The bill also contains a section authorizing additional assistance for FEMA's 28 Urban Search and Rescue task forces." Thanks for proving my point, dummy.
