Good point. I see you've most likely read Thomas Ricks' Fiasco. After reading that, one can only be amazed at the number and level of mistakes.

There is little justification for such a statement. I certainly wouldn't argue that the occupation phase was well planned, but the annals of military history contain many examples of such atrocious planning that the statement is a silly one.
