I think it's two reasons.

We have a tradition of self-reliance, and expect people to help themselves. With a disaster the scale of Katrina, that should be set aside. Katrina devestated and area the size of England, and isn't "just another hurricane".

The other is simple racism. The people least able to recover are black. Kane West had it right when he said that Bush didn't care about black people.
