Armey is saying that 85% of the lower class elevates or goes somewhere after 9 years. If that were true, nearly all of our inner city slums should be gone after 9 years.

Not everyone in the slums is in the lowest quitile, although I imagine a very strong majority is. More importantly not everyone in the lowest quitile lives in the slums. Many in the lowest quintile are young people just starting out. I would say the majority of the lowest quintile doesn't live in slums.

Also while people move out of the lowest quintile other people move in to it.
