They can cause a steady improvement in their economy by slowly releasing the wealth they are shedding through artificially repressing their currency. As we have learned through many election cycles when people perceive that the leaders are improving their individual lots even perjury seems to some to be a minor issue and not a crime. By slowly equalizing the exchange rate the communist bosses virtually insure that they can never be overthrown.

Revolutions don't take hold when there is not either deep economic gloom or too rapid change for the people to assimilate.

Maybe you see it that way. You have not persuaded me on this point.

Slow change ensures the continuous perception of improvement. This cements their control. Control is what they want.
