Absolutely. Rapid economic change would create a wild West mentality and the communist party would find controlling its population increasingly difficult.

They are the growing economy. In their perception they will weather any global economic catastrophe better and recover faster than others. Why should they bear the cost of ensuring other countries' success? Remember, control is more important to the communist party than prosperity. Don't forget that we are still just capitalist pigs, and they accept that allowing capitalism to take root is the cost of maintaining control.
