Do you recall that Turkey (doing a Kerry impersonation) rescinded permission for the 1st Army to travel through Turkey to Iraq? That changed the character of the liberating force as well as the requisite deployment strategy. As a further consequence Marines lead the force instead of infantry and then rotated out of Iraq as under trained infantry (originally slated to lead the liberation) took over the police roles intended for the Marines. It is much more difficult to make blanket claims such as you have when one has an understanding of the facts. As far as Colin Powell, he had moved to Foggy Bottom, and was not available to the military for consultations. His council however was to use overwhelming force. Clinton had crippled the US's ability to field such a force through incremental cuts to the military.
