"Is your county experiencing heavy outmigration?"

Nope. Actually, what likely happened is interesting. Ours is a very stable neighborhood, most homes had the same owners 15 years ago as they do today. So when we bought our house 3-4 years ago, they revalued it for tax purposes. Now the Tax Assessors/Collectors have been under recent pressure because in some areas the tax valuation varies a lot from house to house, and the state requires them to keep the valuation roughly uniform in a given area. So they apparently went through their records and found our house and decided to avoid the headache of raising our neighbors and lowered ours. So our taxes dropped by quite a bit.
