There are many reasons! among which are blandishments of the US anti-Castro propaganda and the Cubans' relatives who are mostly in relatively close by Florida! Of course, as in other parts of the world, there are always those folks who could/would never tolerate living under Communism/Socialism.

If I am not mistaken, only a minor percentage of Cubans (mostly dissidents) departed from the country.

But US propaganda made it look as if Cuba was virtually being depleted of people in consequence of Castro's oppressive style of government.

It is very interesting to note that Cuba survived despite what the US have been doing to cause the Castro regime to collapse. That certainly says a lot for Castro and the people who chose to remain in Cuba.
