The placement of France near the center is not surprising at all. Traditionally, that's where most political scientists put France.

I think that's a rather questionable statement. Furthermore I see no reason to accept such an argument from authority from some unnamed group of political scientists.

More importantly even if you define the center to equal France, France isn't further from being totalitarian than the US. In fact its generally more statist. But the graph in your post inaccurately shows France as being noticeably further from totalitarinaism than the US.
