Where does it say that in the constitution? Answer it doesn't.

All of the branches of the government are expected to follow the constitution. In order to do that you have to have an idea of what the constitution means. Courts don't review policies or laws before implementation, and they don't review the majority of them after implementation. Its important for the other branches to make the effort to follow the constitution themselves. The courts get final say when they do get involved but most of the time they don't get involved.
