As for the UN, the invasion was never sanctioned and Anan described it as illegal. Have committed this illegal invasion, the UN then has a role reminding the US of its obligations as an army of occupation -- chief among them is them establishing law and order and the basic services of civil society. The US has failed to live up to these obligations.
