What hypotheticals? The neocons wanted Clinton to attack Iraq. He didn't. They waited for Dumbyass to get there so he could do the dirty job (and the way he did it, it turned out to be a stupid job as well). There is no reason to believe that Gore's policies would have been significantly different from that of Clinton.
