Originally, yes.. But currently.. No..

His policies since coming to power have been to thwart political opposition, militarize Venezuelan society, and perpetuate his own grasp on power.. All the tactics reknowned for a typical "caudillo".

And if you look at the hyper-inflation his policies are creating, it's going to be interesting to see how long his popular appeal continues (and how he will react to growing opposition).
