If you do not have the time to expand on an answer, a complicated yes or no will suffice. Originally, yes.. But currently.. No.. His policies since coming to power have been to thwart political opposition, militarize Venezuelan society, and perpetuate his own grasp on power.. All the tactics reknowned for a typical "caudillo". And if you look at the hyper-inflation his policies are creating, it's going to be interesting to see how long his popular appeal continues (and how he will react to growing opposition). Hawk
