I think Carter is more useful out of office than he was in, it seems possible that Clinton will be more useful out of office than he ever was as president. I think the presidency has the built in probability of failure. I don't think most people realise how little power the president really has, and the difference between what we want him to do, and what he is actually allowed/capable of doing.
