I can see the need to separate legal rights/benefits of citizenry from - human rights, in the sense that Jefferson considered the natural human condition and right to well being to be a self evident situation. All people have human rights, select people have the rights of citizenry.

There is no way to support the notion of torturing another humanbeing on a fishing expedition for information that has moral justification. When we start down such a path, upon what do we found our moral grounds to do anything as a government entity?
