In any case I never said that everything government does harms the economy. Taxing (when considered in isolation) always harms the economy.

In some areas the government spending might help the economy more than the taxing hurt it (or in other words the government spending might help the economy more than the private spending and investing of the same funds would help the economy).

However those areas are only a fraction of government spending.

A sudden stop in the parts of government spending that don't provide a net benefit would still be a shock and do short term, and possibly medium term, harm to the economy. But a gradual transition to have more functions provided by the private sector would in most cases help.
