Oil producing nations- including the ME, MX, Venezuela, are hardly the piteous, hideous excluded, except largely of their own doing. Citgo is in a position to subidize selected congressional districts in our country. Surely they are subsidizing equally around the world's disadvantaged neighborhoods.

Maybe you should be asking yourself what made Iraq so "special" to be in the "included" list to the tune of a TRILLION DOLLARS and not N.Korea, Somalia, Sudan etc... let's see if you hypocrite get the correct answer...
