Purely Monday morning quarterbacking, but we can identify steps that were not taken that allowed 9/11 to happen; whether it was reasonable to expect someone to order them taken is purely subjective. But I would include:

--Hardened cockpit doors would have made the hijackings impossible, indeed any hijackings. Doors are cheap.

--An FBI focus on suspicious reports of activities by Arab students in the US would have caught the flight school episodes.

--A White House focus on Bin Laden could have focused the bureaucracy to be looking in the right place. We know OBL was not high on the agenda, if he was there at all.

No doubt, the next big crisis in the US will reveal several steps we should have initiated earlier and didn't, despite 9/11. But it seems like we can blame both the Clinton and Bush administrations for not orchestrating the government machinery better against a 9/11-type attack, particularly when the same thing was uncovered in Manila several years before.

I think that a couple(by no means all) of the reasons 9/11 was allowed to happen is because we Americans(gvt entities, esp) underestimated the intelligence and conviction of Usama Bin Laden and other radical islamic terrorists..these men who appear on our TV's in desolate desert environments, shawls on their heads and dusty feet and sandals, bowing to Mecca, don't appear to have the where-with-all to make good on their threats..

Also, during the 90s, in addition to Clinton's transgressions being the topic of Congressional leaders rants and raves, the stock market and economy were banging away..as ya'll know...who the heck wanted to deal with terrorism when portfolios were bulging at the seams?..I still remember it was during this time that enhanced capabilities on cell phones came about..people checking on their stocks over dinner in fine restaurants and bars, on the beach, etc., 22 year-olds in chic bars sipping martinis after work..

I hear very few folk talking about the above, imo, they're important for future generations to know and learn from..

while you are pushing your kid on the swing, we wouldn't blame you for his broken neck because no reasonable person would have been prepared for such a risk.

I hear ya'..I used to take care of those kids!..those poor mom's[some of them]..however, there are the mom's and dad's who leave their infants on the couch to go answer the telephone, only to hear a blood-curdling scream when he lands on the floor..."He'd not been able to roll-over before!"
