I don't know what your point is.

If the employee instructs the employer to advance 10% of his pay to a charity, then you would say that the employer also gets a deduction for it? But only because it is part of the employee's wages, regardless of what is forwarded on the employees behalf to the government, insurance companies, charities, etc.

What do you want the employer to pay, taxes on gross receipts with no deductions for business expenses?

What the government, insurance companies, charities do with the money that is forwarded to them on the employee's behalf has nothing to do with the employer. The employee could even get most of it back as tax refunds, in the case of taxes forwarded.
