I think that is entirely a political/legal issue. You don't need to add some more toxic substance in to the ethanol to use it, but if it was drinkable it would probably have to face government taxes and regulations. There might even be a specific legal requirement for such denaturing, and if there isn't the taxes and regulations on alcohol would effectively force it to happen anyway.
