OF COURSE it is likely to be successful, and ... be a huge financial winner.

Of course. But they have improved a lot of things - mainly the cost of the minutes. But they've got cheaper handsets now too. And, they are bringing out better handsets [albeit single mode].

Their enthusiasm for doing things right, meaning cheaply enough, has been very half-hearted. Now, the old constellation is nearing graveyard time [with many satellites already dead]. The launch in a few months will reinstate quality to passable levels.

$1 billion is nothing if they show they can turn $10 into $20 for investors. So far, they haven't shown that. They certainly have the opportunity to do so. The market is there. The technology is there. They have to show some marketing intelligence. So far, we haven't seen enough of that. They also need to show some business management talent [working well with independent gateway operators for example].
