Sadly, I’m too cynical to believe that this will happen before the loss of thousands of more lives, as well as a few hundred billion dollars thrown to the wind.

I'm afraid you're probably correct. It's going to require the present governments to stifle their corruption and focus on legitimizing their image in the eyes of the people they govern.

At the same time, they must confront the intolerance embodied in their Islamic "moral majority", and especially the militant factions which believe that violence and martyrdom is an intrinsic part of achieving their ends.

In sum, Islamo-Fascism, or whatever you might want to call it, is a violent reactionary backlash against modernization (at least within the muslim "masses"). And some very unscrupulous religious leaders are taking advantage of this moral backlash to carry them to power on a wave of religious fanaticism.

The challenge the world faces, and especially those regimes currently threatened by this backlash, is to find a way to channel this energy into a self-reflection of their own values and recognizing that a culture/society can never advance when it's traveling in reverse.
