That would be the best. But it isn't necessary. A single Project Orion craft could loft an entire ice mining facility to one of the lunar poles. Say another one or two PO's to lift space stations and shuttles to go from LEO to lunar orbit and lunar orbit to lunar surface. With the ice as reaction mass and thermal nuclear rockets, once we get to LEO we can take them anywhere in the solar system.

And it would cost less than we have spent in Iraq. Once the lunar facility was in place, we could also build solarsats easily and cheaply. And that would solve so many problems.
