are we talking raw commodities or % of personal consumption?
There is a TON of markups on other things and for that matter much of personal consumption has NOTHING to do with commodities

Is insurance a commodity?
Property taxes?
Health care?

On that basis it is nonsense to suggest gasoline should be lower because of personal consumption.

What is person consumption of crude?
Copper?
Is copper close to 1%
How?
