Well it's clear I was wasting time asking the bees here about the contents of Intel's anti-trust training course. Based on Mulloy's own statement it is

1. Legal to grant retractive, first dollar rebates based on the fraction of quarterly MP sales awarded to Intel
2. Legal to threaten OEMs with reprisals for
a. introducing AMD-based products
b. attending Athlon 64 launch
c. attending Opteron launch
d. endorsing AMD solutions
     For example, IBM pulled its AMD-powered computers from the 2004 Palisades
eServer and PC Show, citing a contractual agreement with Intel said to prohibit it
from endorsing those competitive products.
Yes, Mulloy says that this alleged contract was legal!
