Oh come on! Bush accused them of cheating, called them the "Axis of Evil", and personally insulted Kim Jong il in public. The NK's promptly kicked out the UN, unplugged the cameras and began reprocessing spent fuel.

The current NK nukes are ALL on Bush.

By some estimates the North Koreans had already produced enough enriched uranium to produce at least a few bombs by the time Bush called them on the fact that their nuclear program was still active.
