Simply because Iraq is a convenient stepping stone to Iran.

Confronting Iran would be disastrous for the US and world compared to Iraq. The Arab world did not like Saddam. Besides, Saddam was a paper tiger. he barked more that he could bite. Not so Iran and now N. Korea.

N. Korea is a huge Bush foreign policy fiasco. He discontinued the talks which Clinton started, labeled N. Korea as one of the countries of "axis of evil" and then proceeded to bully them with his pre-emptive strike theory. They panicked and proceeded with their plans for nuclear development.
