Because large sections of them are not within 12 nm or even 24 nm of Canadian territory and thus not Canadian Territorial waters.

Canada could consider them part of its Exclusive Economic Zone (assuming all the waters are within 200 nm of Canadian land) and bar fishing, mining, drilling or other development without its permission, but not passage.

Even if the waters were considered Canadian Territorial waters there would be the right of passage through a "strait used for international navigation."

The US has long opposed extension of territorial waters by other nations, and has enforced freedom of passage even with military operations, such as those in the Gulf of Sidra. Fortunately something like that is extremely unlikely to happen in a dispute between the US and Canada. Either they will come to some sort of agreement, or the disagreement will remain but be mostly ignored, or it will simmer and fester without actually coming to blows IMO.

Also "fiction" might be a bit strong. Its not like Canada has no basis whatsoever for their claim.

The US isn't the only country involved in a dispute with Canada about the arctic. The EU shares the US position on this issue, and Denmark and Canada dispute the status of Hans Island.
