Instead they continue to be supported from the outside. It should be obvious why. China doesn't want to exacerbate the refugee situation along the Yalu river, and South Korea doesn't want to be stuck with the majority of the repair bill. Even Japan had some motivation for preventing North Korea's collapse until just recently. (Basically they're fearful of a reunified Korea.) Tenchusatsu
