I have two answers for you:

(1) That an organization gets funding from a multinational government does not by itself mean they are a mouthpiece for the government. There are many grant programs, some even here in the USA, that one could qualify for without selling one's soul to the government. But more to the point, this is hardly a criticism of the message; it is simply an ad hominen attack and a very poor one at that.

(2) In reading the list of "questions" from NNB, the main issue seems to be that RWB has does not use strict enough standards to meet their approval (e.g. not taking into account the rights of bloggers and Internet related issues). They have a point here. But so long as the same "lax" standards were more or less equally applied, then the metric is still useful, though perhaps not as useful as some would like.
