Yes and the savings in gasoline cost would concurrently be reduced each year. I'm not sure which would be larger, but even if the cost of the infrastructure is higher, the cost would be amortized over 20 or 30 years, the useful life of the projects. It is eminently doable and the net cash flow would be positive for the economy.
