The Saudi government does not feel for its people the way for example Germany or France feels for their people. Which does not mean "No public social programs". (Which BTW would also be something that Bush and Cheney apparently wouldn't like even if it was true. They are hardly libertarians and they instituted new public social programs). .this is not unlike the arrangement between this WH and the RR. Its very unlike the arrangement between the WH and any religious group in the US.
