If Bremer can convince a Muslim government to turn over oil and future revenues to US corporations, more power to him. I doubt that a Muslim state would allow that to happen. I thought the Iraqis were careful not to let any foreign interests invest directly into their national oil interests. It was my understanding that we would provide the tankers to deliver their oil to companies like Exxon to transport the oil through the marketing channel.

"Your" money is not being spent by the US government, according to your own interpretation. You said the US government is a trustee of public funds of which you are a part. That eliminates any sense of private property, so the government is free to spend "their" money with whomever they want to rebuild the oil fields in Iraq. The Saudis are hiring US companies too, take a look at Rowan. Looks like the good ol' US of A is the most cost effective contract drillers according other Arab nations, not just Iraq.

I haven't really followed on the corruption or mismanagement of funds in Iraq. Let me know what you figure out. I would love to know how to apply for some of the funds if they are recovered. Maybe all taxpayers could get a federal refund if the money is returned.
