In principle, I agree and I am in favor of foreign investments. The devil is all in the details, which I do not know of, one way or another.

China had a signed oil agreement with Iraq before the invasion and Bremer unilaterally cancelled it. So this could be as simple as the Iraqi government honoring its previous contracts.
