Kyros, you are chasing a pipe-dream. <Lobbies typically promote their own narrow interests over America's collective interests. This will not change until America's thinly disguised bribery-based political system changes. > America doesn't have interests. Lobbies have interests. There is no "collective", there are only individuals pursuing their own interests, which to achieve political success they pretend is a collective interest, wrapping themselves in the flag, putting their hands on their heart and singing the joys of their interests, and the devil take the hindmost.

With luck, sufficient numbers of Americans [and this applies to all countries, not to mention the whole world, as one big happy collective, with the World's Collective interests] can find common cause that they can share resources and rules for mutual self interest.

Unfortunately, everyone has their own opinion, and interests, which change on a daily basis, so even an individual doesn't have the same interests for very long, so you won't get more than an approximation to your ideal where "America's Interests" are first and foremost. Which, of course, means interests as defined by you, rather than the lobbies, or the majority, or the ruling class, or the most militarily brutal, etc ...

The political change necessary is the Libertarian one in which each is free to pursue their own interests and combine their interests with others when they can for mutual benefit.

But most people are on the take, allergic to work, have hunter-gatherer mindsets, are repressive, and make a lunge for OPM given a chance.
